Boucher is an anesthesiologist and the inventor of the Therm-a-Vest, a cloth vest partially filled with rice and secured with Velcro straps that is created to help with back pain.

Boucher admitted to tackling Paul, the criminal complaint says.

In June, Paul was among several congress members practicing in Washington, D.C. for the annual congressional baseball game when a gunman opened fire, wounding Rep. Steve Scalise.
