Rep. Alexandria Ocasio-Cortez says she is on good terms with House Speaker Nancy Pelosi and won't let climate change divide Democrats. The main goal of the Green New Deal is to remodel the USA economy and achieve net-zero greenhouse gas emissions.
"The Green New Deal fully tackles the existential threat posed by climate change by presenting a comprehensive, 10-year plan that is as big as the problem it hopes to solve while creating a new era of shared prosperity", according to a summary of the resolution released by the politicians on Thursday.
Ocasio-Cortez, 29, who represents parts of Queens and The Bronx, is calling for the federal government to launch a World War II-like mobilization on a "Green New Deal" environmental plan that would reduce carbon emissions, remake the economy and reduce income equality.
Although Pelosi has experience as speaker pushing climate change policies under previous administrations, more progressive members have questioned her eagerness to support an ambitious new climate proposal. She accused Trump of trying to restrict "every form of legal immigration there is in the United States".
The resolution being introduced Thursday marks the first time Ocasio-Cortez and other lawmakers have attached legislative language to the Green New Deal, a concept that until now has been largely undefined other than as a call for urgent action to head off catastrophic climate change and create jobs.
She continued, "It is a right".
"I will not give one dollar to a secretary who does not care about her life and does not care to investigate a child's death", she said to applause. Ed Markey of MA are introducing a joint resolution Thursday laying out the main elements of a legislative plan.
"Quite frankly I haven't seen it but I do know it's enthusiastic, and I welcome all the enthusiasm out there", the California Democrat said. There are specific flaws, too, including the neglect of nuclear power as a potentially important bridge between fossil fuels and the ideal of all-renewable energy.
Progressive activists are "extremely supportive of the Green New Deal and think of it as the gold standard plan on climate, and expect their presidential candidates to be treating it as such", said Chad Bolt, associate policy director of Indivisible, a grassroots resistance group.
But the freshman congresswoman from NY introduced a Green New Deal resolution on Thursday that is already emerging as a key policy test for 2020 Democratic candidates.
Which is to say: the Green New Deal framework combines big climate-change-related ideas with a wish list of progressive economic proposals that, taken together, would touch almost every American and overhaul the economy.
A joint resolution drafted by them and expected to be introduced Thursday sets a goal to meet all power demand in the USA through clean, renewable and zero-emission energy sources by 2030.
The Green New Deal goes far beyond the Clean Power Plan proposed by President Barack Obama. Trump, who has expressed doubts about climate change, also is likely to oppose it.
